Missouri, represented by the 12th star on the Confederate flag, attempted to secede, but instead became a battleground. While the Governor and State Legislature favoured secession, the special convention elected to decide the issue voted to remain in the Union, and this split in the state was reflected throughout the war.

Kentucky was represented by the 13th star, but with little justification. After attempting to remain neutral, the State's General Assembly moved firmly into the Union camp.
